Scope and main objectives in sight of Energy Certification

Energy Audits and Certification to Commercial and Services Buildings under  Decree-Law 118/2013, and monitoring the Energy Rationalization Plans (PRE).

What it is:

The energy certification of buildings makes it possible to provide the consumer with information on the energy performance of buildings, which allows the reduction of costs with power usage, the improvement of thermal comfort and access to financing and tax benefits.
Energy Certificate:

Document assessing the energy efficiency of a property on a scale from A+ (very efficient) to F (inefficient), issued by specialized technicians duly authorized by Agency for Energy (ADENE). It contains information on the energy consumption characteristics related to air conditioning (ambient heating and cooling), sanitary hot water and lighting, and indicates improvement measures to reduce these consumptions and improve comfort. The document is valid for 10 years for habitational buildings and small commercial and services buildings. In the case of large commercial and services buildings, the deadline is:

  • 6 years for SCE certificates issued by 30th April 2015;
  • 8 years for SCE certificates issued after 30th April 2015.

Who it applies to

Required for:

  • New Buildings;
  • Existing buildings subject to major rehabilitation interventions, i.e. interventions in the building’s surroundings or technical installations, the cost of which exceeds 25% of the value of the building, under the conditions defined in it’s own regulation;
  • Existing commercial and services buildings with a useful interior area of 1 000 m2 or more, or 500 m2 in the case of shopping malls, hypermarkets, supermarkets and indoor swimming pools;
  • Buildings which are owned by a public entity and have a useful interior area of more than 250 m2 and are occupied by a public entity and frequently visited by the public;
  • Buildings subject to the conclusion of sale and lease agreements, including leasing, in cases where the owner has to present to the prospective buyer, lessee or lessee the respective energy certificate.

Fines:

  • Non-compliant individuals are subject to a fine of €250 and €3 740. Companies can pay between €2 500 and €44 890.
