Scope and Objectives of the Energy Audit RGCEST

The Regulation of Energy Consumption Management for the Transport Sector (RGCEST), approved by Normative Order 228/90, of March 27^th, aims to promote the improvement of the energy efficiency of this sector, monitoring, evaluating and managing the energy consumption of transport through an Energy Audit. To this end, it provides for energy-intensive consumer fleets (CIE) to carry out energy audits on a regular period on the condition of vehicles and their conditions of use, promoting increased energy efficiency in the transport sector. It also provides for the preparation and implementation of a Plan for the Rationalization of Energy Consumption (PRCE), and the necessary elements for its preparation should be collected, as well as the subsequent verification of its compliance, during the audit.

To whom RGCEST Energy Audits apply

The RGCEST Energy Audit applies to transport companies and companies with their own Energy Intensive Consumer Fleets (CIE) with annual fuel consumption equal to or greater than 500 tep (equivalent ton of oil).

What is the process of a RGCEST Audit

An RGCEST audit is based on the preparation of a Plan for Rationalization of Energy Consumption (PRCE), in which the potential for energy savings is identified, which will be delivered and subsequently validated by the Directorate-General for Energy and Geology (DGEG), dividing this process by the following steps:

1. Conducting an energy audit of the fleet every 3 years;
2. Definition of a Plan for Rationalization of Energy Consumption (PRCE), to be in force for a period of 3 years, and its validation by the client;
3. Validation of the PRCE by DGEG;
4. Monitoring the implementation and progress execution of the PRCE by drawing up implementation control reports and annual progress reports;
5. Application of penalties when the targets aren’t accomplished and the measures provided for in the PRCE aren’t implemented.

Fines

Failure to comply with consumption registration obligations and non-compliance with energy audit obligations will result in a fine being imposed, the amount of which varies between €250 and €3 500, depending on the type of misdemeanor.
